Victini was a available event for Pokemon Black and White shortly after its release. The first event introducing Victini was, indeed, in Liberty Garden. It appeared as a level 15 legendary and only a Liberty Pass would make the event accessible. Sadly, the event is over and players cannot obtain the Liberty Pass anymore without using a cheating device. (The Liberty Pass does not activate Liberty Garden when using an Action Replay.)

∙ 10y agoVictini is not found in Pokemon Black and White 2, there is an in game event where you bring the Victini obtained in Pokemon Black or White back to Liberty Garden. When you enter the room you obtained it in Black or White, a message will appear, saying Victini wants out of the pokeball. If you select Yes, Victini will come out of the pokeball, look around the room a bit, and return.

If you Do not have liberty pass: trade, hack, or victini is sometimes in mystery gift. If you DO have liberty pass: go to castilia city, go to the boat port on the far left and talk to the guy on the dock. If you have the liberty pass he will sail you to liberty garden. You will see it has been taken over by team plasma so you will have some battles with them. Continue clockwise around the island and head in the lighthouse. At the start there is a guard that will heal your pokemon. Head down the stairs fighting team plasma a few times and head into the room. It will be All decorated and victini will be there. Fight another plasma grunt and press A by victini to start the battle. The battle: Victini is a psychic and fire type. It will be level 15 and has some pretty good attacks. Victini is hard to catch but I recommend to not use your master ball if you have one. If you kill victini, exit the room and reenter and victini will be there again but no plasma fight. You can repeat the process as many times as you want to even if you exit the island. So dont worry about a thing.Hope this helps :)

To get Victini in Pokemon black and white you use mystery gift and chose wifi. you will get a liberty pass. then go to castelia city and go to the liberty pier on the left. go onto the boat. there be a few team plasma guys go around the blockade and into the lighthouse a few more guys are in ther and when you get into the room there is one more then you can catch victini if you defeat him just leave the room and come back into the room he will be there. this will keep on happening until you catch him.
