Yes. Those in political offices, those placed there by the voters, serve the voters. What they do is ultimately the responsibility of those who put them there. So, it is the responsibility of the voters to place the best people possible in office. Those who do not vote, are actually just as responsible, if not more than those who do vote to put political office holders where they are.
In some countries, like Belgium for example, a citizen is obliged to vote. Most countries, like the USA, do not have this rule. Voting is a right, not an obligation.
