Are you planning to paint over the wallpaper? Make sure there are no loose ends or bubbles in the paper. Latex flat or satin paint will work but you will see the seams in the wallpaper and the paint may cause the paper to lift off the wall. Better to remove the paper first for the best look and most durability. I had to paint over paper and decided to texture the wall first with a skim coat of plaster. Doesn't look bad but a LOT of work!

No. Poly and paint are incompatible. Instead use liquid floor wax. It's easier to work with and will give you a longer lasting surface that doesn't stick to paPer when wet. You can continue to re coat for maintenance. Great for tabletops shelves or painted floors.
You will want to first paint the wall with primer paint. After that, if you are using a good quality paint for your light color, you can do it with one coat of paint. If it's cheap paint you may need 2 or 3.
