I would argue that yes, war is inevitable. I believe that peace cannot be achieved without war. It is shown throughout history. Since there are many conflicts that arise through differences, there will always be war.

I think that the reason that Patrick Henry thinks that war is inevitable is because people want freedom and the strong are not to be alone but to be the vigilant active and brave. The chains are forged and they won't be silent, just for their life to be purchased at the price of being trapped, therefore the war is inevitable to stop. It was a start to revolution and they wanted their rights to be independent.
Wars happen for a lot of reasons: scarce resources, religious hostility, ethnic strife. If you have an optimistic view of humanity, perhaps these are all things which can be overcome, and war is not inevitable. If you take a dimmer view of mankind, perhaps war is inevitable.
