Basically we See that water creates shadow so we conclude that it is opaque but we can c through the water also so it is transparent also .We shadow of water coz when water runs it made up of bubbles and a bubble has a curved surface so when light strikes the curved surface refraction takes place so there is a formation of shadow

The transparency of water is measured with a Secchi disk, a circular disk used to measure water transparency in oceans and lakes. The black and white disc is divided into alternating quadrants, mounted on a pole or line, and lowered slowly down in the water. The depth at which the pattern on the disk is no longer visible is taken as a measure of the transparency of the water. This measure is known as the Secchi depth and is related to the turbidity of the water.

Even absolutely clean water will have a Secchi depth as the molecules of water back scatter the light. If this were not the case you could see to the bottom of the oceans.

How to make fake milk?
