No. Water is a small molecule formed by a covalent bonding of two hydrogen atoms and an oxygen atom. A cell is a much larger organism that is the smallest living thing there is. If you meant to say "Do cells have water?" then the question is yes. All cells contain water.(plant cells contain more water because they need to absorb water to get more turgor pressure) But water does not have cells because it is not living... Living cells have cells and that is the only thing that does...living organisms
