ice cream is a heterogeneous mixture so it is not a compound
Homogeneous mixture
A complex mixture of fats, protein, water, and other thins.
A homogeneous mixture is uniform throughout, and consists of the same material throughout. Road ice cream is not homogeneous, but the chocolate ice cream that is in Rocky road is a homogeneous compound. The entire Rocky Road ice cream, however, would be classified as a heterogeneous mixture. A heterogeneous compound, mixture, reaction or other such object is one that consists of many different items, which are often not easily sorted or separated, though they are clearly distinct.

A chocolate sundae would be considered a mixture. The ice cream alone would be a compound, but the addition of all the other components would make it a mixture. It isn't an element.
Oreo ice cream is a heterogeneous mixture.
Whipped cream (the "real" stuff) is not a compound but is a mixture of compounds. Some are simple, and some are more complex. There is a fair amount of water, and a number of saturated and unsatruated fatty acids. They make up butterfat, and it is the butterfat that gives cream the "thickness" and "richness" we are used to. A link to the Wikipedia article on butterfat is provided.
