Who is a pronoun; a pronoun takes the place of a noun. Who is an interrogative pronoun, which means it asks a question. Who is a nominative pronoun, which means it's used as the subject of a sentence or phrase. Example:

Who ate my piece of cake? Here, the pronoun who takes the place of the name of the person that ate the cake; it indicates a question; and it's the subject of the sentence.

The verb is 'ate', the action word.
