Not necessarily because one can be unwidely popular. I can be popular in a school, but a nobody outside the classroom. Ieyasu Tokugawa was popular in Japan, but he isolated the country. So at the time, I doubt he was widely popular or globally popular. He was absolutely popular within Japan though. Frog legs are a delicacy in France. Most people in America would hurl at the thought. Not exactly, widely popular. Automobiles are sold globally; I'd say they're widely popular.
