The safety of wind hinges upon the somewhat subjective definition of "safe." All wind is safe for the planet Earth itself, since wind can't destroy the planet, although wind can indeed alter or deform the planet's surface. Such effect would however be trivial to the continuance of the planet as a whole. Wind can most definitely be unsafe for life living on the planet - consider for example the destructive force of weather effects such as tornados which can destroy structures and be fatal to people.

The fastest winds recorded on Earth were during a tornado and measured over 250 miles per hour; the fastest sustained windspeed known in the entire solar system is on Neptune at about 1,300 mph, with some estimates indicating these gust to 2,000 mph.
