First, I wouldn't use it and second its worth a lot of money considering there are not thet many of that kind around. So I would keep it.

More information is needed. A dollar is a dollar, 15 cents is 15 cents and they aren't the same. Are you referring to a piece of what is called fractional currency? If so, could you provide a more complete description? It has COLUMBIA on it and it is a fractional currency NOTE.

The 25 cent paper bill you refered to is called "fractional currency". The US Government did not issue fractional currency until 1862.
15-cent fractional bills were issued during the Civil War. Assuming your bill has the text "Approved March 3d 1863 - Fractional Currency - United States Fifteen Cents" and "National Bank Note Co New York" on the front, the bill should be examined in person by a dealer or appraiser who handles fractional currency.
