Yes, power is always applied to the clock.
Power is not being supplied to the clock when the car is turned off. It could be a blown fuse.

Sorry to tell you this - but - if it is the original equipment clock that was built with the car, the chances are 99% that the clock has burnt out. Those clocks were equipped with Liquid Crystal Diodes which have a finite life to them. If the clock is now dark, the odds are greatest that the clock has simply come to the end of its life and needs to be replaced.
