Your aunt (sister of one of your parents) and her husband were your aunt and uncle, particularly if he is the father of some of your cousins. If he is still acting as a member of your family, and accepted by you and others in your family, then he is still your uncle.

While his new wife is not technically related to you at all, most families will probably treat her as your aunt, and he may well expect that too. Of course, being a relative does not mean you have to like the person. That is an entirely different matter.

Your spouse's uncle is not your uncle, so his wife, whether new or original, is not related to you.

Is your deceased grandfather's wife related to you?

In most cases your deceased grandfather's wife is your grandmother and is definitely related to you. In some cases, your grandfather remarried after your grandmother died or divorced. This second wife of your grandfather is not related to you, whether she is dead or alive, unless she adopted your parent. In that case she would be your parent's stepmother and your step-grandmother. If your grandmother was a second or later wife and the woman in question was a first wife, then, again, she is not related to you.

Do aunt and uncles have to be blood related?

Your aunts and uncles are the sisters and brothers of your parents. So they are "blood related." But you also call the husband of your mother's sister your uncle, and he is not "blood related." So aunts and uncles are not always really related to you.
