It can go either way. The boyfriend giving it to the girlfriend or the girlfriend giving it to the boyfriend. And just in case you roll this way: girlfriend to girlfriend or boyfriend to boyfriend works out too. I don't think there are any rules for this.

A spouse or child would be; a boyfriend or girlfriend is not. If the girlfriend is the veteran, she is entitled to benefits - her boyfriend (or girlfriend, if applicable) would not be.
Find out if they have a girlfriend/boyfriend. If they don't, you are free to ask but if they do have a boyfriend/girlfriend, you should just be friends for a little bit. When they break up with who they were going out with, give them time to heal then go for the move.
