Jeremiah 17:1 says, about the people of God, "Judah's sin is engraved with an iron tool, inscribed with a flint point, on the tablets of their hearts and on the horns of their altars." In the book of Revelation 20:12, we that "The dead were judged according to what they had done as recorded in the books", but sin is not mentioned specifically.

When does sin become a sin?

Sin is sin as soon as that sin has been commited. As soon as one thinks of an impure thought, that person has sinned. There is not any time period before that sin is officially a sin. Ultimately, all sin is against God and since God is omnicient, he knows when all sin has been commited.
