Possibly a frozen line huh?
Pressure is the same whether hot or cold.
This is probably a pressure imbalance problem or you have air in the lines. see the related video link provided.
When water becomes frozen in the the winter, it makes the earth and the things on it get cold.
Install on cold water line.

More than likely it is restiction in your water heater.
Make sure the tires have the correct pressure.
If you mean to ask if cold bodies of water are associated with high or low atmospheric pressure, they aren't. Atmospheric pressure can change independently of the temperature of bodies of water.
