Seen and seems are two different words with two different meanings. Choosing between the two depends on what the writer is trying to say.

Seen is the past participle of see. "Leah has seen that movie already." (present perfect tense of see)

Seems is the third person singular conjugation of seem. It's a linking verb used to connect a subject to a subject complement. "Leah seems happy."
