First, calm down. You are probably not the ugliest person alive, and even if you were, that doesn't necessarily mean you are doomed to spend the rest of your life alone.
Second, many guys don't feel comfortable with girls asking them out. They prefer to initiate a relationship-- it makes them feel more manly and more in control of the situation.
However, that does not mean that you have to wait for a guy to make the first move. Try flirting a little with a boy you think is cute. Have a lot in common with a guy you just met? Get to know him a little better! Hang out, talk, relax together.
If there is a particular gentleman that you have your eye on, you may need to be a bit more obvious in your attentions. Guys don't always know when we like them-- even when we think we're being so obvious, boys can be oblivious.
The most important thing is being comfortable with yourself. Once you realize that you don't need a guy in your life to be happy (and it takes a while to realize but you can get there, trust me) you will not be so stressed around guys. Most men I know find confidence in a woman attractive. If a girl is worrying all the time about whether or not guys will like her, she has no chance to be herself, enjoy life, and let those guys know who she really is.
