No, it's not. In sapphire/ruby , when you complete your pokedex the only thing you get is a star in the Trainer Card and prof Birch will only say "Congratulations " or a thing like that.
That "rumor" is half true , but not in sapphire/ruby. In Emerald when you complete your pokedex prof birch will give you to choose one of the silver/gold starters and some Pokemon from that versions will appear so you can caught them.
Hope this answer will help you ^^

Mudkip is a starter Pokemon on Pokemon Emerald, Sapphire and Ruby. This means that it is the first Pokemon you get. You get starter Pokemon near the beginning of the game from Professor Birch. Other starter Pokemon are Torchick and Treecko.
first you have to see all the pokemon. then go to prof. birch and get the national pokedex. lastly go to the safarri zone and a new area should be unlocked.
Well, I know in Emerald Version, once you catch all the pokemon, Professor Birch will let you choose a cyndaquil, totodiale, or a chickorita as a gift. I dont know if it also works in Saphhire.
You can receive a Treecko from Professor Birch in Pokemon Ruby, Sapphire or Emerald. To get it in other games you must trade it as it cannot be found in the wild.
You get a diploma in each, in emerald you can get a johto starter from prof birch and that's it.
You can find Pokemon from the Heonn Region and after you beat the elite four and go to Professor Birch for your Pokedex update, you can find Pokemon from different regions in the earlier games.
You can't. You either have to trade the one Prof. Birch gives you in Emerald or trade the purified Bayleef from Pokemon Colosseum and breed it.
