Well I have heard you can on the regular Sims but it takes a while and you adopt the child. On the Sims 2 I also heard you can have kids but it takes a very long time. If you want kids right away if you get Sims Bustin' out you can create kids.....they won't ever be babies but you can.

Yes, it's sometimes possible to revive the battery in this way, doesn't have to use a Gamecube either, just leaving the cartridge in a GBA while it charges from the mains charger should do. But the fix is not certain, and you might have to replace the battery.
