Jaguar use low current wiring in their looms. The lights are switched via relays at the back of the car. Behind the boot (trunk) trim on the passenger side is a relay box. The brake light relay will be faulty or the relay base will have a short circuit across it.

underneath the steering column trim on rhs. It's an open connector ready for plug to be pushed in & is facing downwards
Fuse No. 32 (Yellow) 20 amps, in the passenger fuse compartment on the right side trim panel in the footwell.
