Operation Z was the Japanese name for what it referred to as the Hawaii Operation or, as the United States called it, the attack on Pearl Harbor. During the Russo-Japanese war Admiral Togo called the attack on Russian ships Operation Z and flew a Z flag during battle. This flag was flown from the Japanese Flagship during the attack on Pearl Harbor.

They didn't, and Japan's leader Hideki Tojo made plans to strile first even while Japanese officials continued talks in Washington, U.S. broke Japanese code and knew attacks were coming December 7, 1941. U.s. thought it would be in the Phillipines.
