Oh no; Judo is pretty well balanced when it comes to offensive and defensive moves. In fact, the legendary Masahiko Kimura's favorite move was Osoto Gari, a move which he used to win many tourneys. Kimura developed his pectoral muscles to the point where he could bench press over 400 lbs, that way, when he performed Osoto Gari, the slam would knock the wind out of his opponents, which in turn gave Kimura time to score a pin, or an ippon. Osoto Gari is not going to hurt the opponent, even if done by someone strong, however it will knock the wind out of them if done with enough force which, someone as strong as Kimura could generate.
