The term "up to my eyeballs" is used when someone is saying that they have had enough or have had so much of something that they are about full.

An example is, "I have been up to my eyeballs in work lately." Meaning a lot of work. It is an exaggerated term.

Do people eat eyeballs in foreign countries?

They eat them in all countries, not just "foreign" ones. Check your local ethnic communities if you want to try them. Eyeballs from lamb and fish are part of the menu of many ethnic folks - Chinese, Middle Europeans and Arabian. Eyeballs can be eaten after removal from the head, plucked out of the head (lamb), sucked out of the head (fish), raw, cooked or done up in a sauce.
