Just moved and the soil is all sand and really do not have any ideas on what needs to be done so that the flowers and garden vegetables can grow. What needs to be done with the soil first?

sandy soil isn't the end of your garden. look up plants that like well drained soil, install an drip irrigation system with a small fertilizer and add some compost to the garden. since you just moved in you'll want to buy the first lot of compost say about a cubic yard for each 30-40 sq feet. next build your own composter and you'll have a steady supply of your own home made stuff.
the thing to remember about sandy soil is that it holds little water which means you need to water often in small amounts (same total amount but in smalled doses) and it contains and hold little nutrients which means you need to fertilize often but in dilute mixture so as not to waste it. both problems are solved by drip irrigation and lessened over time with the application of organic matter (compost and mulching).
