This is the definition according to the Virginia Tech music dictionary:

A symbol placed at the left side of the staff indicating the meter of the composition. For example, a time signature of 3/4 would indicate that there are three quarter notes in each measure and the quarter notes receive the main pulse (or beat).

The most common time signature in music is four-four time. That means that there are four beats in a measure and the quarter note gets one beat. There are other time signatures such as three-four, and two-four.

do you mean time signatures? the top number of a time signature tells you which note gets the beat. the bottom number tells you how many beats there are per measure. for example in 6/8 time, there are 6 beats per measure and the 8th note gets the beat. you count it as 123456 123456. in 3/4 time, there are 3 beats per measure and the quarter note gets the beat so you count it as 123 123 or 1+2+3+ 1+2+3+
