Hi there, Technically you can, but there may come a day where things starts to chip off. If you have the time, maybe it's better to take off the latex now. On the other hand, if the latex-over-oil was primed well (with shellac), it will hold, and painting oil over that will be OK too for at least 5 years. The oil will suck into the latex, and become matte and maybe blotchy. You can help it by either priming it first (shellac or oil-based primer), or shining it up with a laquer afterwards.
It depends on the type and sheen of the paint. If its a flat latex then your best bet is to Kiltz the area then repaint. A semi to hi-gloss should safely clean with a standard detergent

You will have no problem painting satin over top of flat paint. Just remember to use the appropriate paint that will stick to the old coating. If the old coating is latex (water based) you can go over it with latex or alkyd (oil based) paint. If the old coating is oil based you can only go over it with oil based paint or a hi performance latex that is specialy made to go over oil. Most latex will not stick to oil based paint.

The helium molecule is quite small and mobile. Your best bet is to use a balloon material that's fairly impervious already (i.e. mylar instead of latex). Failing that, there are solutions that provide a protective coating on latex balloons to help them retain helium for a longer time. Ask at your balloon shop if they use anything like that.
