In the US, the Constitution gives Congress the right to give creators and inventors exclusive rights for a limited time.
Martial law removes all civil rights. At that point the military is in charge and there is no longer a civilian government. Curfews are instituted, other law and order measures, the press is limited or shut down, TV and internet limited, and protester arrested in the name of law and order.
Limited government and due process of law are related in that a limited government is a key principle of ensuring that the government does not overstep its authority and violate due process rights. Due process of law ensures that individuals are treated fairly and have their rights protected by the legal system. A limited government helps prevent abuses of power that could lead to violations of due process rights.
