Rogues start out dual wielding. This is a recent change in 3.3. Before you could only learn it after a certain level. Now, rogues start dual wielding daggers.
Rogues can dual wield daggers, fist weapons, one-handed maces, one-handed swords and one-handed axes.

at level ten or eleven you when u you go to learn from the rogue trainer, you will find that she or he will teach you how to dual- wield.

There are some items which require your character to use both hands. These are only certain ones though. You cannot dual wield with any weapon. Only specific ones.
