You can leave pump out all winter PROVIDED it is completely void of all water and will not be exposed to freezing. It is advisable, as the pump is an expensive component, to disconnect pump and bring into garage. We have left out pump out many times and taken it in many times. We live in a climate that reaches below freezing maybe 30 - 45 days during winter.
Never a good idea. If the temperature falls below freezing, then there is a good chance of damage to the stairs. Even if it does not fall below freezing, you would have to make sure your pool is balanced throughout the winter to avoid mold in the stairs. Best to bite the bullet and remove it from the water.
