leer means to read .... in that case you would use it like this... yo leer un libro I read a book

leí , Example: Leí un libro muy bueno.
If you mean a "command" like "you read it!", then you would use "¡lealo!"

the question means "do you have a book?" you answer with either "si, tiene un libro" - yes, i have a book or "no, no tiene un libro" - no, i don't have a book. Hope that helps
