Try running it in compatability mode for whatever OS was designed for and see if that helps. Unless you were asking in general if it will run on Win7. Then I don't know, I never played the game before.
A "dead run" just means you were running as hard as you could. You were really running as you left home.
Short answer: Yes, of course. Technical answer: The operating system in itself, can play Left 4 Dead 2. But to play Left 4 Dead 2 you need good enough parts to run it. Make sure you meet the system specifications on it's steam page.

It was designed to run on WinXP. It is a 6 or 7 year old game so you may want to try and run it in compatability mode for WinXP.
