Turn signals are normally automatically shut off by a trip switch that recognises when the car has been in a straight line for a certain period of time so the most likely issue is the trip switch is faulty.

You turn the turning signal up to go left and down to go right. You turn the turning signal up to go left and down to go right.
Same flasher for left and right signals but a different flasher for the emergency flashers.

The right side will have a burnt out/ missing light bulb.

You have a problem with your ground. A weak ground will always cause this type problem.
Does the turn signal also blink? If so, you have two wires touching. What happens when you put the vehicle in reverse and the backup light is supposed to come on? If the turn signal lights up and the backup light doesn't, you have the bulbs in the wrong socket.
