On these types of installations an electrician would use a three wire cable set from the switch box to the fixture's junction box. At the fixture's junction box both the fan neutral and the light neutral would be wire nutted together with the incoming neutral from the switch boxes. From the three wire, the white wire would go to the fan and light's neutral wires. The Black would come from the bottom of one of the switches and go to the fan's motor lead. The red wire would come from the bottom of the other switch and go to the light fixture's lead. It can be done with two runs of two wire to the fixture. You will need a two gang switch box for this project to hold the two separate switches. You could use a single gang light switch box if you can still find where duplex switches being sold. A duplex switch is one that has the configuration of a duplex receptacle with the switches being one on top of the other. The cover plate is the same one used for duplex receptacles. The neutral is the ground The neutral is NOT the ground. The ground is defined by a third bare or green wire in some cases. Look in the back of the receptacles junction box. See if the ground wire is bonded to the box but was not long enough to bring it out to the receptacle. With a tester you can check to see if the box is grounded. Place the testers red probe on to the black wire and the black probe on to the electrical box if it is a metallic box. If a voltage is noted, then the box is grounded. When the receptacle is reinstalled the ground will be picked up through the mounting screws. Or you can extend the ground wire at the back of the box and connect it to the green ground screw on the receptacle. The switch will be wired in series with the motor. It is connected between the supply voltage and the motor's junction box. The switch will break the black wire while the white wire is just wire nutted together and is carried directly through to the motor.
