Probably the type of bulb you are using. Traditional incandescent bulbs don't turn on that way. There are many bulb types that work that way, and it is completely normal and safe in that situation. When in doubt though, call an electrician. If there is a problem, it could cause a fire. I doubt that there's really an issue there though unless it just started happening without anything changing that you know of.
