Definatley. The soldier had been fighting in this war for two years, and were battle hardened. However, the Generals leading the battle were not. They did not care about how many lives would be lost, and were too stupid to recognize them. So yes, the lions were lead by the donkeys at The Somme. i think it means basically the strong and smart led by the weak and dumb
