There are currently thousands of refugees attempting to flee Syria. Many countries has expressed willingness to accept refugees from the conflict including NATO countries and some muslim countries.

NO. Libya is probably the largest generator of refugees other than Syria, Iraq, and Afghanistan. Libya is currently in a Second Civil War, so a combination of economic refugees (leaving for a better job in Europe) and war refugees (fleeing violence) are leaving Libya. Last I checked, it was at the rate of roughly 8,500 Libyans per month, but the rates have likely risen.

It depends on what you mean by involved. Some Jews from Vichy controlled French North Africa were handed over to the Nazis, but apart from that active involvement did not extend beyond Europe. However, it you include countries that refused to accept refugees, then one can make out a case to the effect that most countries were in some sense involved by default.
