There are several reasons why police records should remain confidential. The first one; the release of sensitive information related to a crime or criminal act can serve to compromise an ongoing criminal investigation. Another reason police records should remain confidential is when they apply to juvenile proceedings. Reasoning behind this is that the release of information related to juveniles such as their names, crimes and/or victimization may lead to the stigmatization of the juvenile in question thereby preventing or inhibiting their rehabilitation and/or recovery.
A further reason behind the confidentiality of police records (though a rare one) is the compromising of a criminal case due to contamination of the jurors. Lastly, police reports may contain information related to a witness and possibly the informants involved in the case and the release of such information can compromise their safety particularly in circumstances surrounding police informants.

Why cops commit fraud?
Cops commit fraud to get people to plead guilty when they are innocent. This actually happened to me. He used the recording to convince the prosecuting attorney I was guilty of asking him to pay me money for oral sex when I only told him he was paying me for a rubdown. The prosecuting attorney refused to listen to my attorney even when he had proof with phone records that the recording was a fraud. I ended up getting threatened by the prosecuting attorney saying I would get charged for harassment of the officer and he would have six of the SWAT team officers present at my arrest testify against me if I went to a jury trial. I ended up taking deferred adjudication with a year probation and community service. The cop committed a crime of fraud and I got the rap. This is why cops commit fraud because they can get away with it. Sad, but true.
