According to the patent for the toilet paper roll, the correct position is over. It seems to me, however, that an even better way would be to have it come out of an inverted box where pulling on one sheet would partially pull out the next sheet without the need for a roller - the way that some paper towel dispensers do.
Why would you put on paper?? But anyways try putting the paper under water and that should take it right off!
