The inauguration is held in front of the capital building and the only time it has changed location was with Washington. His inauguration was in New York and the reason for that was there was no capital in 1789. Adams will be the first president to occupy the unfinished White House.
The second Inauguration for George Washington's second term was held in Philadelphia, Pensylvania. In 1790, the US capital was temporarily moved from New York City to Philadelphia, PA.
