Check your owners manual to find the layout for your fuses. There should be a diagram with each fuse and its location.
a short is a cut in a wire and it will probally be behind the fuse panel if its for your radio.

there's a removeable panel on the drivers side to the right of the emergency brake and the hood lever. the panel comes out rather easily
There are three fuses. All are in the Fuse panel under the driver side dash. Fuses 5A, 5C, and 5D.
I have a 95 Olds 88 and it's on the passy side behind the glove box in relay panel. You can pop gove box out or remove kick panel and access it from there. Hope this helps!
On the '98 the fuel pump relay is in position "N" on the fuse block behind the right,(passenger), kick panel. This fuse block is accessed by moving the kick panel or the long cover under the dash. There is also a 20A fuse located in position 6 of the same block which protects the relay. Check the fuse FIRST! Also, be aware that the ignition control module is drawing from the same fuse. If the fuse is blowing repeatedly, check the ignition as well as the fuel pump circuit.
My olds 88 has a fuse for the power windows. I don't think it has a circuit breaker. The fuse box for mine on the lower dash panel just above my left knee. There are mostly "blade type" fuses but there are also two silver can type fuses and one of these two is for the power windows. ( I think the other one if for the power seats)
No power to the ecm. Check the fuse marked ECM in the underhood fuse panel(located in the middle top of the firewall)
Under the instrument panel on left side. There is a hush panel. (Plastic cover with three screws and a speed nut). Remove panel, flasher is fastened on top of fuse box under this panel. Difficult scale, 1 to 10 it's a 1 (one).
