The Recycle Bin location is hidden at the root, e.g., "C:\$Recycle.Bin". There are two Recycle Bins in $Recycle.Bin, because the desktop shortcut's icon changes when it's full or empty. It gets more complicated. The two Recycle Bins in $Recycle.Bin are also shortcuts. The actual location of the Recycle Bin is in another hidden folder, also at the system root, called RECYCLER.

C:\Windows\
If you are using windows 7, Windows have removed the icon from your desktop for some reasons that are too complicated to explain now. To create a new shortcut find it in the start menu, right click it and click the button to add it to your desktop. If it is unavailable in the start menu then right click a blank space on your desktop, click new, shortcut. Now type in the box"%programfiles%\internet explorer\iexplore.exe"YOU MUST INCLUDE THE QUOTATION MARKS!This method should also work for windows vista. This method is untested on windows vista as it should be in the start menu for windows vista users.
There is a simple method on Windows Vista to create a handy desktop shortcut. Assuming the file is already on the PC in question, click on the Start button, go to All Programs, and then find the file. Right click on the file and then select Send To and then the desktop. This will enable a shortcut.
