You can rescue Luigi from the first star of the Galaxy called the ghostly galaxy and from there unlock the "Luigi Rescue Missions". In these missions Luigi will be stuck on a part of a Level you've cleared already and award you a star for finding him. There are 3 of these missions in the base game, each one popping up periodically. Further more, If he isn't stuck, you can admire Luigi's HANDSOME face at the Garage area of the hub. Further more, once you have collected 120 stars, Luigi will become playable in his own version of the game.
