Scenarios are mainly made for multiplayer They cannot be used for versing the computer because there is no A.I. to control it.
You have to go into more and then you will see a button called editor and click on it.
Originallly there was a download, but since Aom is kind of ancient, many of the links to the editor download (which I believe you experienced too) are unavailable. You can probably try posting in different fan sites and see what comes up. But you probably won't get anywhere. Sorry :-(
The editor comes with the game it should be in the folder your game is installed in If you have steam you get the option to start the game or the editor But alone the editor cant be downloaded
