It's called Brownian motion. It's caused by atoms and molecule zipping about (because of the energy they have as a result of being warm) colliding with the smoke particles and bumping them around. It would happen less if the smoke was very cold because the atoms and molecules would move less. Conversely, if you increased the temperature of the smoke the motion would be greater

Why would you stay close to the floor in a building that was on fire?
When a building is on fire, there is going to be a lot of smoke, and the smoke is likely to be very dangerous to breathe, and it could cause you to pass out if you breathe it, which would obviously prevent you from escaping from the fire. Since the smoke tends to rise, the best place to find breathable air is close to the floor. If you are near an exit, though, you might do better to just hold your breath and run out of the building.
