You can't make the actual video better quality than imported as. In other words, if you are hoping to edit the video (to adjust color, size, etc.), you can't do that within the program.
The overall quality of videos created in Windows Movie Maker depends on the source of media imported (high-quality, vhs quality, HD, etc.) . If you are trying to make video you have in your movie look better than the source actually is, you can't.
You can't edit audio/video in Windows Movie Maker. If you wish to enhance the quality of either, you will need to use an external editor first.
