In order to play on World of Warcraft: Lich King, or Burning Crusade, or Cataclysm, you are required to purchase and install all previous versions of the game. The reason for this is simple - Only World of Warcraft is a stand alone game and all the other ones are expansions to this. It is possible to download all of these games for free from the Blizzard website or through CD's or DVD's already in your possession, but in order to play you must have an active account which will require unique CD keys for each game as well as the monthly subscription fee.
You do not need to own or install any of the Warcraft games, such as Warcraft III or Warcraft: Reign of Chaos in order to play World of Warcraft.

No, in order to play Wrath of the Lich King content (Death Knights, Northrend, max professions, level 80) you are required to pay for Wrath of the Lich King. There would be no sense in making it so you could play wrath content with out upgrading.
