Unfortunatly there's no way to speed up the vegetative stage, the earliest time to start flowering your plants is when they are about 6-8 inches (15-20 cm) tall and have 4-6 nodes. Even if there was a way to speed up the vegetative stage, I wouldn't recommend doing it. Starting the flowering stage too early will not give you a very big yield.
