It's very likely your electronics are broken. I had this problem as well, found out that it wasn't grounded properly, so just relayed it to a part of the car that was properly grouned as it couldn't get rid of all it's energy. Looked around on the net and found an answer that worked for me, appears to be a bad earth connection. Cut black wire that goes to the motor. Should be 5 wires, Green, Mauve,White, Yellow and black. The black is the earth. Find a good position close by (usually hole on bracket near the motor for new earth point. Using bolt and preferable crimp connectors connect both ends of the black wire to the new earth. My experience was if i only connected the wire to the motor the blowers didn't work - hence I connected both ends of the black wire!
A 2005 doesn't have a central timer module. The wipers are controlled by the cluster and the front control module. 1994-2002 did have a centrel timer that did control wipers.
The control lever for wipers on the Transit is able to move up and down (for operating the front wipers), but also can be moved towards and away from the driver to control the rear wipers. Push the wiper lever away from you (while seated in the driver seat) to turn off rear wipers.
You can replace the balls in the heater control panel on an XS ARA Picasso by removing the front cover of the heater control panel. The panel lights will then be visible.

the fan control is on the left side of the heater control assembly, center of the dash. the resistor block which is probably what your asking about is above the front seat passengers feet behind the hush panel.

Check the motor for the wipers.
fuse "B" is for front wipers,fuse "D" rear wipers.both rated at 15 amps.
Not all models had a heater control valve. If it has one it's either right in front of the firewall by where the heater hoses go in, or else under the dash near the heater core.

Most likely it's the heater control valve. If the heater control valve leaks a little it can allow a small amount of heated engine coolant to circulate through the rear heater core.
