Do you mean how to unlock it? Beat the story mode on any difficulty to unlock Mercenaries Mode. You also have to get a certain amount of points in Mercenaries to unlock more characters to play as (You start as chris or sheva, but if you get a good score, you can unlock their alternate costumes, Jill's two costumes, and Weskers two costumes). The characters you can play as are:
Chris (BSAA)

Chris (S.T.A.R.S.)
Sheva (BSAA)
Sheva (Clubbin')
Sheva (Tribal)
Jill (BSAA)
Jill (Battle Suit, looks like samus lol)
Wesker (midnight, black costume, minus coat)

Note, each character's costumes you unlock have a different set of weapons.
For example, Chris starts out with a handgun, shotgun, grenades, and a medical spray. While Wesker (S.T.A.R.S.) starts out with custome handgun, Hydra (Triple Barrel Shotgun).
